I believe coding is the way to deliver value, and CI /CD reduces the waste, whilst testing reduces risk ... ITIL defines a 'service' as the delivery of value outcomes that the customer wants, with the mitigation of costs and risks that they don't want. That sounds like coding at its best to me!!!
